The Fall River Licensing Board held a meeting on May 26, 2026, chaired by Commissioner Melanie Cadiro, who was filling in for Chairman Gregory Brilliant. With only two members present, including Commissioner Michael Pereira, all votes required unanimity. The board spent the majority of the meeting reviewing and approving a series of one-day liquor permits for various community events, fundraisers, and annual feasts. Approved permits included those for Aspir Santo Church, Bristol Community College's annual gala, St. Anony's Band Club's annual feast, Canned Heat for the 'Take Me to the River' event and the NMA's Farmers Market, MP Hospitality for the St. Vincent's Gala, St. John's Holy Ghost Association's feast, the Day of Portugal Fall River festival, and a catering event by Whites Restaurant at Battleship Cove. A significant discussion occurred regarding a one-day permit application from Bernadoo's Boxing for a rap concert on July 11, 2026. Commissioner Pereira raised serious concerns about public safety, the applicant's practice of selling tickets before board approval, and the lack of a finalized police detail for an event of its scale. Pereira proposed approving the permit with a stipulation for four police details, but Commissioner Cadiro did not second the motion, finding the requirement excessive. Due to the impasse, the board voted to table the application for a future meeting. Other business included approving a change of manager for the Liberal Club, the transfer of a package store license for South Main Market to PMA Corp, and a Class 2 auto sales license for A Brothers Auto Sales and Services. Several other applications were tabled either at the applicant's request or due to their absence.

We have adopted such a policy which in short provides for citizen input on licensing board specific matters at the beginning of the meeting. There is a signup sheet that is located at the back of the room. Did we have anybody sign up?
1:05No. Okay. So, um I also have to mention that tonight we only have a two member board.
1:12Therefore, you have to have a unanimous vote. So, anyone who would like to decide not to go forward with their petition tonight and wait for the three member board, you may do so, but must say so before we hear your petition, and it will be tabled for the next meeting.
1:27Does anyone here wish to do that?
1:31Okay. Hearing none, we'll start with agenda item two, one-day permits. Aspir Santo Church, 311 Alden Street. Andrew Reposo came right from downstairs.
1:43Hi. Could you state your name and address for the record?
1:46Andrew Raposo, 1166 New Boston Road. I'm the treasurer of the feast committee over to Spoto Church.
1:52Okay. And I see you have multiple dates.
1:54You have May 29th, uh, June 5th, June 6th, and June 7th, 2026.
2:00Yes, ma'am.
2:01So, let's see. Um, I have one date that doesn't have times. 52926.
2:07What is that? So that's going to be 5:30 to roughly probably about 10 o'clock or 5:30 to 10. And what is that event?
2:16So that is the cattle auction that is part of the parish feast celebration. It just happens a few days prior to the actual feast itself, which is those three dates in June.
2:25Okay. And like the feast, it's an annual event.
2:29Okay. Yes, ma'am. And then I have June 5th, um June 6th, and June 7th, all 5:00 pm to 11 p.m. for beer and wine. Yes.
2:38Okay.
2:38And that's the annual parishries.
2:40And you're familiar about the uh police detail done already.
2:43Okay. Um Mike, do you have any questions?
2:46No, I don't.
2:47Um anyone here in favor? Anyone here opposed? Um hearing none, I'll entertain a motion.
2:53I'd like to make a motion to grant a one-day permit to a Spiral Santos ch um church to Mr.
3:00Okay. For the dates.
3:01For the dates. Okay. She is be on her toes. for the dates of 529 26, 6526, 60626, and 607 26.
3:16And I will second that motion. Um, the motion has passed.
3:20Thank you.
3:21Good luck.
3:21Good night, folks. Good luck.
3:23Um, next item, Bristol Community College, 777 Ellbury Street, Baxter Smith.
3:33Hi. Can you just state your name and address for the record? Absolutely. Uh back I I I uh Smith and it's Evan77 Elder Street.
3:48Okay.
3:49In Fall Harbor.
3:50And let's see, this is for the annual fundraising gala.
3:56Yes.
3:56Um 6:30 to 9:30 p.m. and all alcohol.
4:00Yep. On June 12th.
4:02June 12th, 2026. And this is an annual event, so you're familiar with the police detail?
4:08Yep. We have our own uh police. So, where else?
4:13All right. Um I don't have any questions. Mike, do you have any questions?
4:16No, I don't.
4:17Okay. Uh anyone here in favor? Anyone opposed? Hearing none, I'll entertain a motion. I'd like to make a motion to grant a one-day permit to Bristol Community College for Mr. Smith on June 6 on June 12th, 2026.
4:31And I will second that motion. So, the motion passes.
4:34Thank you.
4:35You're all set.
4:38Next on the agenda for one day permits, um, Bernadoo's Boxing, 403 Anowan Street, Aaron Bernado.
4:47Hello.
4:47Hello. How are you?
4:49Good. Could you state your name and address for the record?
4:51Yep. It's Aaron Bernardo and it's 103 Sycamore Street, Swansea, Mass.
4:55Okay. And I see here that you have an event on July 11th, 2026, 8:00 p.m. to midnight.
5:04Okay. And that is for beer only. Um, and you expect 300 people to attend. Is this your first time having this event?
5:14Yes. So, we've done multiple like boxing events, professional boxing and amateur.
5:18This is our first uh it's called Lit Summer. It's a community event during the day and then at night there's going to be a couple different like musical performances, small like I guess like five minute intervals. Um yeah, so this is our first time hosting this. I do have the police detail and a fire detail already already in place.
5:35Y Okay. And you said but during the day, so it doesn't start at 8 p.m.
5:39Uh it's just like a community event during the day. Like it's no no charge or anything like that. Just for the kids.
5:44Okay. But you're only serving beer 8:00 p.m. on.
5:46Correct.
5:47Okay.
5:48Um, I don't have any questions. Uh, Mike, do you have questions?
5:52Yeah, I got a couple questions. So, Mr.
5:54Bonado, how are the ticket sales going for this event?
5:57Uh, I'm not too sure. I'm I'm pretty much kind of the um, you know, the, you know, he's renting my space. You know, I own the building. Um, but I mean, I think he said he's he's going to probably get closer to 300. We we take 413. That's uh, I work with Eugene Borges a lot on the building department.
6:15I spoke to Eugene today, actually.
6:16Yeah. and he comes in, he does the one day permit for me and uh we get the fire detail in place because of the historical landmark of the building. Um yeah. So I mean um I'm guessing they're okay. I mean I can get a they're No, no, no. They So they're currently going on. They're currently selling tickets.
6:30I believe. Yes. Yes, sir. Yeah.
6:31Okay. And um I know your capacity is for 413 correct people in the building.
6:38Uh you'll be using the second floor and the balcony. So you you plan to use Yes, we have and we have like the certain amount for each one. Yeah. Know what we got.
6:46I'm very uh me and my wife are very strict with our facility and uh Okay. Well, it's like 60 people up there maximum, so we don't really go crazy with it.
6:55Okay. Um and you plan to sell beer and wine at this event.
7:00That's all.
7:01Okay. Uh so what troubles me is you advertise this event and you sold tickets prior to this board approving you.
7:10Mhm.
7:11Why would you do that?
7:13Uh I'll be honest with you, sir. Uh, like I said, it's it's um kind of like an outside entity coming in using my facility. So, you still need the license from this board.
7:22No, I understand.
7:23Entertainment and the liquor.
7:24Yeah, I understand.
7:25So, why would what what do you think that was a good business practice to do that?
7:29Uh, I I just believe maybe, you know, the guy doing it didn't realize that.
7:33And I've done boxing events before and we usually promote it. Um, I but I usually don't do like the liquor lights that I mean, we usually do our, you know, our posters and all that ahead of time. So we can, you know, yeah, I don't get the tickets.
7:46I'd rather you not do that in the future.
7:48Okay.
7:48And wait, because this board has to approve any liquor sales and any entertainment for the event.
7:53That's just that's just for like liquor, right? When I do like my usual boxing show is like I can just I can put my you know, I don't do liquor or anything like that.
7:59So I can just, you know, you still come in front of us for the boxing events?
8:03No, I just uh contact Eugene and he does his one day permit.
8:06Okay. So And you don't sell liquor at the boxing events? You tell me. We did one uh our last pro show and they didn't say anything about this at all. So, this is this is the first of my understanding sir.
8:16Yeah. Well, so it's it seems to me like it's everything is backwards with this particularly with this event.
8:22Okay. Because you're advertising it, you're selling tickets. It hasn't been approved by this board yet.
8:27Okay, that's one. Two is you haven't met with the police department for a safety plan now. And you haven't hired a detail yet because I checked today. There's no detail I'm hired. So, today you said you hired the police and fire. There's no police details.
8:40I thought I thought my wife had done it already but Okay. Well, she hasn't.
8:42Okay.
8:43Um, so I would think that you would come to would have this. So, you're saying the people up there singing it's actually a rap um concept with a pretty Bubba Sparks pretty pretty significant and well-known um rapper. Okay. So, you could have 400 people show up. I mean, they could sell 300 tickets online, but another hundred could show at the door. You're selling tickets at the door. So you could have the
9:07neighborhood of 400 people and you can have 400 people in there. You can have 413 people in there, but you haven't hired a detail yet. And the way you'd said it, you know, uh the the police and fire details have already been um ordered, it sounds to me like would be one detail and you hire one firefighter. I think you you I can't know what was in your mind when you said
9:31that, but it sounded to me like you're hiring one detail and that you're definitely not going to be allowed to do hire one detail for rap concert. Okay.
9:38We have uh I'm going to make it when if I do make a recommendation to pass this, I'm going to I'm going to make it with a stipulation to have four police details from 5 to 12:30. That's going to be my stipulation if I do make it. And I'm not sure if I'm going to do it yet. I would think that you would have a safety plan for this event of this uh magnitude
9:55because it's a it's a jump. It's you're definitely making a leap from a boxing show.
10:00Yeah.
10:01Okay. To a rap concert.
10:03Yes, sir.
10:03That's a leap.
10:04Yeah. I wish my wife was here. I would have done it at all.
10:06No. No. Well, I don't Yeah. It doesn't It doesn't really matter to me.
10:10Um Mike, if I could say I think you have some good points here. I do not know that. And I think we're going to defer over to to But I will say about business practices, that's not for us to judge. If you can sell as many tickets, if we don't improve the liquor license and the event can't happen, then you're just out of money. So, I'm not going to stop you
10:28from promoting an event prior to coming in front of the board. I don't think that's our right to do that. Um, but I am concerned that you said you had a police detail and a fire detail, and I'm hearing that we do not. So, yeah, I apologize for that. I thought my wife had those in place already. She So, my wife's like she does all that stuff usually. Uh, no, no matter what, I was
10:46planning on calling them tomorrow and just confirming. So, I I have multiple boxing events coming up in the future. I work with you guys all the time. Uh, I promise you, I'm really I have four children. I'm really not trying to have this big crazy thing. To be honest with you, sir, uh, my wife didn't even really want to do this event because, like you said, it is a step different from us.
11:02I'm very transparent. If you don't approve us, she'll probably be happy to be honest with you. I'm just I'm being completely transparent with you. the man who is doing the event with us, your boy Loco is his name. It's kind of weird to say, but uh he's doing it. Uh it would be unfortunate for him. Uh he's a friend of mine. I like the guy. Um I work with another guy who says that he, you know,
11:21it's a good event. He does community during the day, then he does the, you know, thing at night. I asked him his advice. Do you think I should host it?
11:27Do you think it's okay? Uh I have four children. I I have probably 60 kids in my gym right now doing youth boxing class. like I don't want to promote anything that's bad and it's going to give me a bad reputation. I don't want that at all. I think I do good for the city and and have a good reputation with the city. Uh so that's all I can ask
11:42for. Um like I said before, it doesn't really hurt me if you don't approve me.
11:47I'm not saying that to be cocky or anything like that. I respect all you guys. Um my boxing events is my biggest thing. Uh that's my livelihood. It's what I do. So uh you know we you were here when I you me for my last pro event. Uh we promoted that well before that was never brought up. Anything like that. Uh, I always work with Eugene Borges and Glenn. I make sure my
12:05inspections are done. I make sure the fire safety is all good. Um, nobody had told me that I needed like a safety meeting with the police. That's that's the God's honest truth. Um, I actually am talking I usually talk to Samantha Barbosa, but there's a new girl now. I'm talking to her about my gate show.
12:20This young lady right here has Cornneas. Okay.
12:22Oh, no. No. Samantha.
12:24Yeah. Yeah. So, I usually talk to Samantha Corner, but there's a new girl now. My wife's in talks with her for my show that's happening at the gates August 8th. Uh, I plan to have like a safety meeting about that. Uh, I've done the battleship before. We've done pretty big events. Like I said, obviously, uh, this is a whole new territory for me.
12:39Uh, it's a little scary for me.
12:41Um, maybe things are meant to be. If you don't want to prove me, maybe I'm not supposed to do it. I'm totally fine.
12:45I'll be honest with you. I'm just being transparent with you guys. Uh, I'm married. I've been married for almost 10 years. I'm not trying to. It's fine.
12:51Like, you don't want to prove me, I'm okay. Uh, I'll have to tell this guy that he has to go somewhere else. Um, but I hope this doesn't affect anything in the future. Uh because the only time I do do liquor uh is when I do my pro boxing events at my hall was once twice a year max.
13:05And I don't think there's been any issues with that.
13:07No, I mean we do we do everything we usually have to do. Okay. Let me finish actually. I still have the floor. Let me finish. So as one member of this of this board, as one commissioner of this board, I do have an issue with you advertising um events prior to approval from this board as one member. Okay. I don't think it's appropriate. I don't think you should do that and I hope you
13:25don't do that in the future. But, you know, Mel and I certainly disagree on that. That's fine. That's what we that's what uh a board is for. Um the other the other thing is is um is this an event center or is it a gym?
13:42Uh it's it's it's it's a little bit of both. I I mean it's it's a gym, but uh I host you know upstairs I have the basketball court and I host boxing events up there.
13:50Yeah. Well, that's my point because we've allowed boxing events and and and in the past and the city has and liquor.
13:57Um I believe it's because it's related to your gym and I would hope that the the the you're running these things to support your gym 100%.
14:07Okay. To buy boxing gloves to buy boxing gloves for the kids and rap and everything else, right? Okay. And I'm sure you are. I'm not I'm not I'm not questioning that. But again, but I think it's a leap now that you're doing it.
14:19I'm very concerned. Hold on, let me finish.
14:21Let me understand.
14:22So, I'm I'm very concerned with the safety during this event.
14:25I understand.
14:25Okay. And and uh and um now you're going to sell liquor. Um is it is it 21 and and older to go to this event or is it all ages?
14:37Uh at night, I would it would have to be 21 and older. Yes.
14:39All right. So, again, I don't think does it say that on the permit at all that at at five? What? So, from 5 to midnight, it's 21 or over.
14:47Yeah. From I think I think what he said from 8 to midnight.
14:50Oh, 8. I'm sorry. From 8 to midnight, it's it's going to be 21 years old or older. So, there's going to be someone checking IDs at the door.
14:57Okay. Is that anywhere on in the application Courtney?
15:01I don't think we need to have that in the application.
15:03That's not assumed.
15:05Okay. No. Okay. So, it's assumed that it's going to be 21 and So, may I speak?
15:10Yeah.
15:10Um, I'm just going to be completely honest with you guys. uh the guy that I'm work, you know, the guy loc that I'm working with. Uh I don't You said five police details.
15:19No, I didn't say that. I said four.
15:20Four. I don't even think he's going to be able to afford that. So, if that's the case, it's probably just going to be a wash. I'm just going to have to tell him. Um cuz usually for a boxing event, we do the one police detail with the with the rate for the alcohol. And we've never had any issues uh with four. If I'm doing something my own show like the Gates and the Battleship, I've had six,
15:36seven, eight before. Uh and that's a lot for one guy, you know, but I've done it.
15:40Uh and I've done it and I pay the departments on time. You can ask them.
15:43I'm always one of the first checks to be there. Uh I never give them a hard time.
15:46They never ask me chasing me from down.
15:48Um I've just I've done a lot to try to be a good community member and and be good to the police departments and the fire departments. Um you know, I worked in public safety myself. So, um yeah, listen, I mean, at the end of the day, if you if you don't want to approve me this, I'm making I'm still making a decision while I'm going to make the motion, but the motion is going to have a
16:08stipulation to it.
16:08Yeah. I just I I can probably guarantee with four police details he's not with with the rate for the police details with alcohol, which is totally fine.
16:16Obviously, you guys have to get paid. Um he's not going to be able to afford that. So, it's just going to be I think I would like to hear from Detective Bonus what she thinks is appropriate for this event as far as number of police details.
16:28So, to be honest, that's not something that we would typically put a number on.
16:31Obviously, this is going to be contained inside of your business. There's not going to be anything flowing outside of the business.
16:36Okay. So for us as far as like a safety plan goes if you already have a safety plan that you're working on with someone that's your event coordinator. I mean at most we would ask for maybe a copy of that if you wanted to forward it to us but it's not something that we would really require.
16:49All right. And I'm willing to have a meeting with you guys if you guys wanted to have a meeting and kind of like set something up. And I can I probably should have brought him. Um I didn't think it would, you know, be like this.
16:58Um but I understand your concerns with me stepping outside of the boxing realm technically. Um so I totally get it. Um it's justified. Um, well, I'm worried about the safety of the city because we typically have What night is it?
17:11July 11th, I believe it's a Saturday night.
17:13Saturday night. There there are a minimal amount of police officers that work the street at night there. If there is a disturbance and there's one police officer, he's going to need backup.
17:23And to get back up there, I would hopefully they're going to get there in a pretty good amount of time.
17:28But if there's already a number of police officers there, they can back each other up and and and call the uh situation. Okay.
17:34Okay. I mean, I'm a fan of Bubba Spock.
17:37I have no problem with him. I am. But but the uh I just think whether it's was a rock concert, a rap concert, or any kind of thing of that nature, it's it's a it's a leap from a boxing show. I think a boxing show is more family orientated. I know your daytime stuff is going to be family. But I think that's the only reason I'm doing it, not talking.
17:56Yeah. Yeah. No, no, it's going to be a more family oriented, you know, boxing and now it's going to be a concert. We don't know where people are going to be coming from. Are they going to be forever? And it and and I think Heather, I think it does come out of the building because you're dealing with parking down there. Three 400 people parking. You're dealing with people leaving the event.
18:15Um it's been my it's been my experience with with nightclubs and when people there there's problems with people leaving events that liquor being served.
18:24There's fights in the parking lot.
18:25There's people not leaving on time. One good thing there's not much residential down there. So that's that's good.
18:30Yeah. They usually utilize Pearl Street garage. Yeah, Pearl Street garage and like that lot around there. Usually for my boxing events, it's never an issue.
18:37No, I don't think it would be an issue with a box. I think with a concert, it could be different. That's my point. I'm trying.
18:42Yeah, all your all your points are valid. If my wife is here right now, she'd probably be clapping for you. Um, well, I'm I'm I'm going to make the motion. I'll make the motion to approve this application with a stipulation. Get I was going to say I mean, the event isn't until July. So, I mean, if it's something that you guys wanted to entertain, have table it until the next meeting and then we could have
19:01conversation about it. See if there's something more that he could be doing before he comes in front of the board again. Obviously, that's entirely up to you guys.
19:07No, I I I'd rather make the motion to get the business done today so he can carry on his business. Okay. But but it's but I'm going to make a motion with stipulation. That's all. That they hire four police details that approve it and hire four police details. And if you'd like to meet with these guys and find out where you're going to put the details, if you can afford the details,
19:25um that's that's the motion on the floor.
19:28Um can I just say one more thing? Yeah.
19:30Um I don't know if you guys are aware, this event did happen last year at the cultural center in Fall River. Yeah.
19:36Right next to me.
19:37Um and I'm I'm just saying and I don't I don't I do not mind. Like I said, you guys are the final say. I'll do whatever you guys have to. I'm not going to be like taking care of that stuff. You know what I mean? He the his he has to pay for his details. Like that's part of what we're doing here. Uh which is why that actually troubles me a little bit
19:54either that we have somebody coming in from the outside and running a vet and you place.
19:58Yeah. I mean I would I would make sure you guys are paid. You know what I mean?
20:00He would take obviously, you know, take care of me. I would make sure you know it's not the pay. It's it's the safety.
20:05I don't care less about the pay.
20:06I understand. Um he did do this last year at the cultural center and I it was okay. Uh nothing nothing happened and uh I spoke to certain people. My sister-in-law was at the event as a vendor uh selling chocolates and stuff and I asked her how it went and she said it was pretty good. Um obviously at night the scene changes a little bit obviously there's rap music going on and
20:24lights and stuff um from like the daytime where you know kids are there but um which event was held at the cultural center the day event or the concert?
20:32Both.
20:32Both. Okay.
20:33Both at the cultural center. Yeah. Um well I've been at the cultural center where there's been bands and discos and things of nature and I've been there and I've responded to riots at the cultural center.
20:43Yeah. I totally So it can it can happen like this.
20:45I understand. Yeah. No. So I just want to make sure just for my cuz this is my livelihood and uh this is all I do. Um I just want to make sure that this doesn't affect anything in my future for my boxing events and my family events. Uh cuz like I said, this is how I feed my kids. Um and I I think I do a really good job of keeping things orderly. Um
21:06yeah. So yeah, totally up to you guys.
21:07Whatever whatever you guys want, whatever decide the motion. So, I can't I can't second that motion. I think for police details is excessive.
21:16Um, and would price them out of this event considering they had this event last year but at a different location.
21:23Um, he also said he has a he's going to get a fire detail. So, I would just Well, he has to get a fire detail because there a fire detail, police detail. Um, I don't see anything wrong with that.
21:35So, I see I think if we're going to be at odds, we're going to have to table this. um until we can get Greg back. And I know that um you're selling tickets and our next meeting is usually on the third uh Wednesday of the month, which would be pretty close to this date. So, we might have to entertain a special um meeting earlier in the month.
21:55Yeah, no problem. I'll probably bring the guy with me next time if we do, you know, come back or I to be honest with you guys, I'm going to try to talk him into getting another venue also because of this. Um that'll be unfortunate, but it is what it is. I got to do, you know, it is what it is. But yeah, no, I will definitely come back for whatever you
22:11guys need, table or talk about whatever.
22:12I I just don't want to discourage you from trying to host event fence and bring things into the city. Um yeah, no, I'm definitely, like I said, uh this isn't uh you know, I'm working with an outside entity, but like I said, I should have brought my wife with me to back me up a little bit, but she's over there with the kids. Um this is what we do. And like I'm going
22:30to keep trying to do boxing events and they're great events and they help kids and like I said, I got 60 kids in my gym right now, not paying a dime to train.
22:37You know what I mean? Yeah, I'm not saying that to try to get your guys heartstrings and just it's just it's the truth. I do charge people to box, but um you know, I have a nonprofit organization. It's all towards my youth.
22:49It's all towards my youth. Uh every penny I make all goes to my youth. So, I can train these kids for free and you can ask anybody in the city. I do that.
22:56Well, I appreciate what you're doing for the city and I do read about it and if it was up to me, I would approve this tonight.
23:01No. Thank you very much.
23:02Um we will have to um I'll entertain a motion to table.
23:06Second.
23:06Okay. Um, this matter has been tabled to our next meeting and I'll have Courtney reach out to you with details.
23:12Do do you mind if I ask one more question before you leave? So is So you're going to It's a 501c3.

23:18You you have a 501c3, correct, sir?
23:21Okay.
23:21From my boxing.
23:24Okay.
23:24Is that an issue or No, I don't think you do.

23:30You know what that is?
23:30Bernardo's boxing tribal foundation appropriate. Of course I do. Yes, I do.
23:33Okay. All right. No problem.
23:34Yeah. that there's something that like I did wrong to you.
23:37No, I mean there's a difference between nonprofit and 501c3.
23:41I have an LLC for my adults.
23:43Okay. I have an LLC for my adults, for my business, and I have a 501c3 for my youth.
23:46Okay.
23:48Thank you.
23:56Okay. Uh next one day permit on the agenda is St. Anony's Band Club, 1040 Pine Street, John Perry.

37:36Okay. How many years experience?

38:09That restaurant.
38:10So sad. I know.
38:11I had my last fish and chip there last week. So, two weeks now.
38:15Everyone's coming in. We're calling it the last supper.
38:19I hope not. Um, no other questions. No other questions.

39:28You guys okay u motion table.
39:32Okay. That motion has been tabled.
39:34All right. Next item eight. Transfer of package store license PMA Corp 543 South Main Street Noma Patel. I hope I said that right.
39:47Okay. Name and address.
39:49So my name is Moit Bagat and 83 Terilland Planeville, Massachusetts.
39:53Okay. And I'm Sydney Proost, an attorney from Veron DJ Philippo. I work with attorney Matt Porter whose name is on the application. Yes.
39:59We represent Perma Corp. doing business as South Main Market, which is purchasing the beer and wine package store license and the store from South Main Market of Fall River LLP for the store located at 543 South Main Street.
40:14and we're requesting your approval for that transfer, that purchase. In the world of liquor licensing, this is pretty straightforward. No pledges. Um, industry veterans here. Um, here with me today is Mr. Moit Bagot, one of the principles of the company and the proposed licensed manager. Um, he's been working on site at Jay's Wine and Fine Spirit, uh, Jay's Wine and Spirits, also in Fall River, for the last few years
40:37with no issues at the state or local level. So, he's already familiar with this community and the responsibilities of selling alcohol. Um, he'll also be alcohol tip certified before this goes to the ABCC just to have another layer of experience. Um, he is purchasing the store with another principal, Naomi Patel, who's not here tonight. Okay. Um, but she's also an owner of a different
40:58store in Fall River, Globe Liquors. Um, so she's also an industry veteran and also respons uh familiar with her responsibilities. And because they take underage sales so seriously, they're investing in a state-of-the-art ID scanning machine. So, education goes a long way. But now with fake IDs being so prevalent, and I go before the ABCC and we see the holograms that they make, it's really crazy now. Um, having a
41:24scanner is what I always like to see.
41:25So, I'm happy to hear that they're investing in that. Um, if this should be approved. Um so again they have that experience um education and the ID scanner which the ABCC likes to see as safeguards. In terms of operations I want to note that there are no changes in hours of operation, location, alteration of the premises pledges to anyone. It's just mainly internal movement in this purchase of the store.
41:49Um and any questions?
41:52How many hours do you plan to be on the premises? Um 40 hours a week.
41:5640 hours a week. Yep.
42:02Everything else sounds great to me and was perfectly summed up. Uh Mike, do you have questions about it?
42:07I have a comment. I I I see this gentleman at Jay's all the time. They run a very very uh tight ship there and it's an excellent business. I thank you.
42:13So I have no problem approving this.
42:15Thank you so much.
42:16Happy to hear that. Thank you.
42:17Okay, then. Um hearing no other questions. Uh anyone in favor? Anyone opposed? Um, hearing none, I'll entertain a motion for the transfer of the package store license from South Main Market of Fall River to Perma Corp.
42:33Okay. So, it's I'll make a motion to grant the transfer of package store license um at the location 543 South Main Street to Mr. Patel.
42:44And I will second. Um, therefore, the motion passes. You're all set. Good luck.
42:49Thank you. Good luck, guys. Thank you.
42:50Thank you.
42:53Um, next item on the agenda is nine, old business, new business. We have a brothers auto sales and services for a class 2 license at 65 North Quarry Street. Pablo Rodriguez Silva. My name is Pablo Silva. I live in 10 Stern Road, Boston.

43:16And Courtney, this is um an existing car lot. Yes.
43:22And it's under old business, new business. Was this a late filing?
43:26No, this was heard at the April meeting.
43:29Okay. I was not there. So, they didn't have they didn't have a diagram, a proper diagram.
43:34Yes. So, there was a site plan.
43:35I did talk with the zoning guy. We did go there, talk with him, explain what was what was my plan for the place, and I think you're good to go.
43:45Okay. So, how many cars do you plan to have on the lot?
43:4710 cars.
43:4810 cars. Okay. And that was the um missing piece of information.
43:53Yeah, that was the I don't do the proper uh parking diagram the last time.
44:01All right. Um and we have police approval, correct?
44:07Yeah.
44:08Okay. Uh Mike, do you have any questions?
44:10No, I think you swear away. No.
44:11Okay. My apologies. I wasn't here at the last meeting to be familiar with this.
44:15Um anyone here uh in favor of the petition? Anyone opposed? Um hearing none, I'll entertain a motion.
44:24So what? So it's class two license, right? Yeah. All right. I make a motion to grant the um a class two license to Brother Auto Sales and Services at 65 North Quarry Street. Mr. Silva.
44:38And I will um second that motion.
44:41Therefore, the motion passes and you're all set. You're Thank you very much. Appreciate it.
44:44Good luck.
44:45Good luck. Um item number 9B, Leonard's Package Store, um requested to be tabled uh before this meeting. Um so I will entertain a motion to table table and I will second. Therefore, that matter is tabled um to next month's meeting. Um I do see Mr. Mike Lung here who was on the agenda earlier. Um can I have a motion, Mike, to um bring it back? Bring it.
45:16Just bring it back.
45:17Bring back the item on the agenda for the one-day extension of ours for the Tipsy Seagull One Ferry Street.
45:22Yes. Motion made.
45:23Okay.

47:48No, they wouldn't because because it's not a oneday permit. It's just an extension to the operation. So, they just run their regular operation.
47:54The only thing on open gov we have for them to submit that by would be a one day permit. So, that's why it's just hours.
48:03Okay. My apologies.
48:04No, no worries. And we we add extra staff that day anyway. And this year just for self-awareness. So, we're hoping to raise $100,000 of which we've committed half to the Florida Boys and Girls Club and half to Make a Wish.
